Rwanda Investigation Bureau (RIB) has arrested two men for allegedly hoodwinking unwitting members of the public of money with false promises to find them jobs in different institutions.
The suspects identified as Hassan Urayeneza and Emmanuel Mfitumukiza were arrested following a complaint filed by some victims of the scam.
“They had established a ghost company called Helper Business Company Ltd and were posting adverts on different forums including on social media platforms calling on people to bring in their job applications. They would charge the job seekers application fee, identification fee, and insurance charges,” said the acting RIB spokesperson, Modeste Mbabazi.
After pocketing the money, the conmen could later disappear from the jobseekers and embarked on a search for other victims.
The duo were arrested from Nyamirambo Sector of Nyarugenge District where they were found with several implicating evidence.
“People should be mindful of suspicious ways when seeking for survival opportunities. There are swindlers who take advantage of any situation to steal from them. Investigations are still underway to establish whether there are other people connected to this criminal act, and the exact number of victims and amount of money involved,” said Mbabazi.
He appealed to members of the public and other unknown victims, who have more information, to come forward to supplement ongoing investigations.
The suspects are held at Rwezamenyo RIB Station as investigations proceed.
The suspects will be charged under article 318 of the penal code which stipulates in part that, any person who fraudulently or by using false names or qualities, to give rise to hope or fear of harm and obtains a part or whole of a fortune shall be liable to a term of imprisonment of three years to five years and a fine of Rwf 3 million to Rwf 5 million.
