COL (RTD) KABANDA KAYIGAMBA PACIFIQUE

Secretary General

Col. (Rtd) Kabanda Kayigamba Pacifique is the Secretary General of the Rwanda Investigation Bureau (RIB). He has extensive experience in the field of prosecution, having served in the Military Prosecution Department for 30 years. Throughout his career, he has completed numerous advanced legal training programs, including specialized courses in International Humanitarian Law and other related fields.

Prior to his appointment as Secretary General of the Rwanda Investigation Bureau (RIB), Col. (Rtd) Kabanda Kayigamba Pacifique served as the Military Prosecutor General. His distinguished career includes key leadership roles such as Deputy Military Prosecutor General, and Military Prosecutor, where he accumulated extensive experience in military justice and prosecution.

Col. (Rtd) Kabanda holds a Bachelor’s degree in Law and a Postgraduate Diploma in Legal Practice. He also holds a Diploma in International Relations and has served as a United Nations Military Observer in South Sudan, contributing to international peacekeeping efforts.

Col. (Rtd) Kabanda is deeply committed to justice, accountability, and strengthening the rule of law. In his role at RIB, he supports the Bureau’s mission to ensure effective investigations of crimes, while upholding human rights and safeguarding public.

KAMARAMPAKA CONSOLÉE

Deputy Secretary General

Kamarampaka Consolée is the Deputy Secretary General of the Rwanda Investigation Bureau (RIB), bringing over two decades of extensive experience in law, prosecution, and criminal investigation. She holds a Bachelor’s Degree in Law from the National University of Rwanda and a Postgraduate Diploma in Legal Practice from the Institute of Legal Practice and Development in Rwanda.

Ms. Kamarampaka began her legal career as an advocate with the Rwanda Bar Association, where she practiced for three years. She then joined the National Public Prosecution Authority, serving for 15 years in progressively senior roles including Assistant Prosecutor and Prosecutor at the Intermediate Level, as well as Assistant to the National Prosecutor.

Her commitment to justice and accountability continued in her role as the RIB Chief Provincial Investigator in the Southern Province, a position she held for five years before her appointment to the current position.

Throughout her career, Ms. Kamarampaka has demonstrated unwavering dedication to the rule of law, human rights, and institutional integrity, contributing significantly to justice in Rwanda.
